In Australia Responsible Service of Alcohol or RSA training is mandatory throughout the country for all people serving alcohol including bar staff, sommeliers, waiting staff (in licensed premises), airline staff, people serving at catered events, hospitality staff serving alcohol including cafes, restaurants and bars; bed and breakfast/hotel/motels where alcohol is served; alcohol delivery staff; and, wine tasting or cellar door staff. Its’ primary purpose is harm minimization. RSA QLD training is generally founded on the concept of Duty of care (a legal obligation which is imposed on an individual requiring that they adhere to a standard of reasonable care while performing any acts that could foreseeably harm others) and requires managers and staff to take all reasonable precautions to protect patrons and staff by preventing patrons from becoming disorderly and/or suffering alcohol intoxication. Other topics covered include blood alcohol content, the effects of alcohol on human health, a standard drink, how to serve responsibly and how to refuse service. Participants will learn to understand their obligations under the law; identify customers to whom alcohol service may be refused; responsibly assist customers to drink within appropriate limits; assist alcohol affected customers; and, to refuse service to customers in a professional manner.
Each state government is responsible for putting legislation and strategies in place to minimize the harm alcohol causes to various vulnerable groups in society including minors. While this national training standard exists, each state also has their own liquor licensing body and in some cases, they have specific training requirements, such as in Queensland where all training courses must be approved by the Office of Liquor Gaming and Racing (OLGR). As of July 1, 2013, the OLGR, while still insisting on approving training, is no longer providing training opportunities. Instead, RSA QLD training, as part of a broader hospitality training package recognized under the Australian Qualifications Framework, can only be delivered by a Registered Training Organization.
